HCFA came down with a ruling on August 21, 1998 stating that hospitals are now required to report every death in their hospital. This was done to increase donation throughout the United States. If hospitals do not follow this procedure, they stand to lose their Medicare money.
This same organization wanted to cut the funding and only pay $1650 for a complete cornea transplant. This would include the doctor, hospital and Eye Bank. This part of the ruling was voted down.
